If there was corruption in subsidy why has no one been prosecuted?

I have only one question and i will appreciate if someone can answer it…
During Obasanjo’s regime..there was subsidy yet he paid Nigeria’s debt,our foreign reserve was ok,naira to dollar was not bad..
How did he do it?

This man is just using terms and principles to deceive Nigerians of the biting reality.
