These gags show how nice and polite Canadians are. People willing to help a stranger, even in a big city. Also, it shows a high trust society. You could not do these pranks in NYC. Sure, I realize that not everyone reacts nicely and you have to select best reactions, but the number is still significantly higher than zero. In the USA you could maybe do it in a small town, but there is still a risk you would piss somebody off. Also, people in the USA are really afraid of the police, so you could not do any pranks with police officers. You would give someone a heart attack.
