Tinubu Names 21 New Heads of Federal Agencies: Who’s Who and What’s Next

President Bola Ahmed Tinubu has just approved a major leadership role across Nigeria’s federal agencies. 

With 21 appointments announced by his spokesman, Bayo Onanuga, the moves aim to strengthen public institutions and push through key reforms. 

From seasoned statesmen to fresh technocrats, here’s a closer look at the new faces leading the charge and why their roles matter.

Trusted Veterans Take Key Chairs

At the top of the list is former Senate President Ken Nnamani, tapped to lead the Nigerian Institute for Policy and Strategic Studies. His experience in parliament and diplomatic postings will guide the institute’s research on governance and development. 

Close behind is ex‑Secretary to the Government of the Federation, Anyim Pius Anyim, who now heads the National Merit Awards. Anyim’s deep knowledge of public service is expected to raise the profile of national honours and encourage excellence across all sectors.

Strengthening Urban and Sports Development

The Federal Capital Development Authority, responsible for planning and maintaining Abuja, will be overseen by former Katsina State governor Ibrahim Shehu Shema. Shema’s track record in state infrastructure positions him to tackle the capital’s growth challenges.

Meanwhile, Philip Shaibu, the immediate past deputy governor of Edo State, steps in as Director‑General of the Nigerian Institute of Sport. Shaibu inherits the task of nurturing athletic talent and ensuring Nigeria shines on the world stage.

Bolstering Labour and Agricultural Support

A respected labour expert, Isa Aremu, takes charge of the Michael Imoudu National Institute for Labour Studies, where he will drive research on workers’ rights and workplace policies. In agriculture, Yazid Shehu Umar Danfulani becomes Managing Director of the Nigerian 

Agricultural Insurance Corporation, while Abubakar Umar Jarengol and Babaranti Ayandayo Rasheed fill key executive director roles there. This trio will work to protect farmers against crop losses and secure the nation’s food supply chain.

Championing Women and Senior Citizens

To elevate women’s issues, Asabe Vilita Bashir has been named Director‑General of the National Centre for Women’s Development. Her leadership will be critical in expanding programs on gender equality and women’s empowerment. 

At the same time, Omobolanle Akinyemi‑Obe steps in as Director‑General of the National Senior Citizens Centre, tasked with improving social services, health care, and community support for Nigeria’s elderly population.

Driving Land, Literacy and Leadership Training

Under a fresh board, the Nigerian Agricultural Land Development Authority will be chaired by Kabir Abdullahi Barkiya, who faces the challenge of converting more land into productive farms.

To promote adult education, Shuaibu Shehu Aliyu takes the helm of the National Commission for Mass Literacy, Adult and Non‑formal Education. 

Meanwhile, Tijjani Yahaya Kaura leads the Centre for Citizenship and Leadership Training, preparing young Nigerians for public service through civic education and leadership workshops.

Expanding Energy, Entrepreneurship and Population Oversight

The oil sector sees a new Managing Director in Professor Almustapha Alhaji Aliyu, who heads NNPC Gas Marketing Limited, aiming to boost gas distribution for power generation and industry.

In the small‑business arena, Hamza Ibrahim Baba becomes National Program Manager of the Government Enterprise and Entrepreneurship Program, cultivating grassroots entrepreneurs with grants and training.

On demographic policy, Joseph Haruna Kigbu and Senator Jalo Zarami fill the two Federal Commissioner seats at the National Population Commission, shaping programmes on census, birth registration and population planning.

Enhancing Academic Training and Research

Segun Aina moves into leadership of the Academic Staff College of Nigeria, where he will oversee the continuing education of university lecturers and researchers. Finally, Abubakar Adamu, now Executive Secretary of the Agricultural Research Council of Nigeria, will coordinate research on crop improvement and sustainable farming techniques.

What Comes Next?

With these appointments now in effect, each agency faces high expectations to deliver results. Infrastructure strategies in Abuja, sports development, women’s welfare, and agricultural insurance are all on the front burner. 

The new leaders must collaborate with the presidency, relevant ministries and state governments to translate policy into tangible progress. As Tinubu’s administration pushes forward, these 21 appointments set the stage for a renewed focus on competence, accountability and service across Nigeria’s public institutions.
