They don’t need a database. People in need can register either on the Web or in offices around local government areas and the database will be slowly built up. It does not have to start from massive IT spending and the inevitable contract and funds looting. They can also capture this from expanding NIN and tax receipts. In countries abroad they have set websites up that have a set of questions to determine the level of need and the person registers. But regardless of my other earlier comments, this is the kind of thing we have been waiting for since. Actually working for the people.
